An explanation of why the review(s) is(/are) abusive could be optional.
The user whose review(s) is(/are) flagged could receive a anonymous warning explaining which of his/her review(s) was flagged, so he/she can take action. If the user doesn't do anything, after a quantity of multiple flags (by different users) of his/her review(s), his/her account will be flagged as the flags imposed to his/her review(s). After a number of flags transfered to his/her account will alarm the persons in charge to review accounts.
I think this could help lessen the abuse of flags and the user can take action before it's too late.
